Netherlands imposes record fine of 37.25 million euros on illegal gambling sites
The Netherlands has imposed a record fine of 37.25 million euros on EOD Code, the company behind twelve illegal gambling sites where Dutch players could gamble without a license. Players could even pay with bitcoin. The Gambling Authority had previously ordered them to cease operations, but this was ignored. During inspections, staff from the regulator were able to easily create accounts and place bets, including a deposit of 20 euros with bitcoin on Instantcasino. The sites did not comply with regulations, such as verifying the age of new players and setting betting limits. There were also unreasonable conditions on the websites, such as the gambling company's right to retain remaining funds from players in the event of account blocking. The use of cryptocurrency payments was seen as an aggravating factor, as it can facilitate money laundering and tax evasion. The original fine was calculated at nearly 293 million euros but was legally capped at 10 percent of global revenue, resulting in the final amount of 37.25 million euros. EOD Code had already been ordered to stop in July 2025, but an inspection in July 2026 revealed that Dutch players were still able to gamble.
