South Africa is moving to bring crypto assets into its foreign exchange control framework, a step that would restrict their use in cross-border transactions and has already been linked to the suspension of at least three transactions worth about 220 million rand, according to the reported details of the draft-policy process.
The reported suspensions involved private equity investments and corporate fund management activity. Industry participants said the proposed rules could drive otherwise compliant digital-asset transactions into offshore or underground channels if the framework is adopted in its current form.
South Africa’s Reserve Bank has said the draft remains in consultation. Different sources describe the matter differently, and the relevant details still require official confirmation.
Available regulatory and legal materials show the policy direction is real even if some current transaction details remain unverified. National Treasury has already said it plans to amend exchange-control rules to include crypto assets in the capital flows management framework, while later draft regulations moved that effort into a formal consultation phase.
Earlier official clarifications indicated the proposed regime is aimed at cross-border crypto activity rather than criminalizing ownership itself. Regulators have also said a separate framework document is expected to explain how cross-border crypto transactions would be defined and what obligations would apply to authorized service providers.
