The Blockchain Promotion Council (BCCC), represented by Yoichiro Hirano, announced on the 12th that it has established a "Taxation Committee" to examine tax issues related to the use of cryptocurrencies, stablecoins, and DeFi (decentralized finance).
The committee will hold a kickoff event on September 15 in Tokyo. Moving forward, it plans to compile policy proposals for tax authorities through regular study sessions and research on international tax trends.
In Japan, the legal framework for stablecoins was established with the enforcement of the revised Payment Services Act in June 2023. A revised law transferring the regulatory basis for cryptocurrencies to the Financial Instruments and Exchange Act was also enacted on July 15, 2026, accelerating the development of the system. However, there are concerns that specific guidelines for tax treatment of transactions involving cryptocurrencies, stablecoins, and DeFi are lacking.
BCCC decided to establish the committee, stating that in addition to traditional tax discussions focused on investment and holding, there is a need for practical organization related to payments, remittances, fundraising, and reward payments. The committee will hold study sessions and subcommittees, share case studies among participating companies, investigate international tax trends, and address practical issues such as profit recognition and valuation methods for stablecoins and DeFi, as well as transaction data management, leading to proposals for tax authorities and relevant ministries.
Yasunori Yagihashi, representative of the tax accounting firm Fasio Consulting, has been appointed as the committee chair. After working at major financial institutions, he became independent and has continued to provide practical support and information dissemination since the dawn of cryptocurrency taxation, with over 200 speaking engagements and more than 20,000 participants. The vice-chair will be Yuichi Murakami from Murakami Certified Public Accountants.
The kickoff event is scheduled to take place on September 15 at 4 PM in a location in Tokyo. Details will be published soon on the official BCCC website. In addition to the Taxation Committee, BCCC operates committees for finance, promotion of stablecoin adoption, and DeFi, further expanding its policy proposal framework in the cryptocurrency and Web3 sectors.
