Crypto: Circle Freezes 611,000 USDC on Ethereum in One Transaction
Express freeze on Ethereum, September 26. Circle has blacklisted an address on its USDC contract and immobilized $611,000 of stablecoin. The operation required one transaction and a few dollars in fees. The tokens remain listed in the address's balance, completely non-transferable.
This blocking capability has been written into the USDC code since its launch in 2018, and U.S. law on stablecoins now mandates it for all licensed issuers.

How Circle Freezes 611,000 USDC at the Contract Level
Technically, the matter hinges on a function call. Circle blacklists the address on a list held within the USDC contract itself: it can no longer send or receive any USDC. The blocking occurs at the contract level, not the wallet, so changing private keys or using another exchange is futile.
Tether goes further with USDT: its destroyBlackFunds function allows for destroying frozen tokens to reissue them elsewhere. Circle stops at immobilization. The issuer applies its public blacklist policy upon judicial requisition, at the request of law enforcement, or in cases of sanctions, without always detailing the reason address by address. The first known freeze dates back to July 2020, for 100,000 USDC. Two years later, the sanctioning of Tornado Cash by the OFAC (Office of Foreign Assets Control) led to 38 addresses being added to the list along with 75,000 USDC.
Stablecoins and Fund Freezing, a Requirement Now Enshrined in Law
However, Circle no longer really has a choice. The GENIUS Act, a federal law enacted in July 2025, requires licensed payment stablecoin issuers in the U.S. to have the technical capability to freeze, seize, or burn tokens upon legal order. The acronym hides a lengthy title, Guiding and Establishing National Innovation for U.S. Stablecoins. The European regulation MiCA requires the same from electronic money token issuers. A tokenized dollar issued by a regulated actor without a stop button simply has no right to exist.
While $611,000 is small compared to the over $70 billion USDC in circulation, it is noteworthy that the same switch is also used to return money to hack victims. Tether claims, according to its own figures, over $2.5 billion of USDT frozen since its inception, in cooperation with agencies from around sixty countries, and its T3 unit set up with Tron and TRM Labs reported over $450 million frozen as early as May 2026. Circle has been listed on the NYSE since June 2025 under the ticker CRCL, after an IPO set at $31 per share. The company thus has every interest in providing assurances to U.S. regulators.
The $611,000 will not move until Circle calls the reverse function. Those disturbed by this power know the workaround: decentralized stablecoins like crvUSD or USDS, whose contracts do not include any blacklist. With a significant nuance: part of the collateral for USDS remains denominated in USDC.
